Abstract: 

A judgment delivered on December 13, 2012, by the Grand Chamber of the European Court of Human Rights (the Court) in the case of El-Masri v. “the former Yugoslav Republic of Macedonia” (application no. 39630/09) is particularly significant for the international law enforcement community because it concerns torture, ill-treatment, and secret rendition of a man suspected of terrorist ties.
