Abstract: 
The double (dual) criminality requirement has been discussed at the Council of Europe’s (CoE) Committee of Experts on the Operation of European Conventions in the Penal Field (PC-OC) for several years. Most recently, the Committee held special session on extradition in Strasbourg on May 20, 2014. Workshop 1 was devoted to the application of the double (dual) criminality principle. The debate was based on a discussion paper prepared by the moderator, Mr. Yitzchak Blum (Israel).[2]
