Abstract: 
On April 13, 2000, the U.S. Court of Appeals for the Eleventh Court affirmed a conviction and rejected the attempted assertion of the double jeopardy provision of the International Covenant on Civil and Political Rights to prevent his new trial and conviction in the U.S. for acts for which he had already been convicted in Colombia.
