Lone Opposition and Threatened Boycott of U.S. to Cuba's Hosting of U.N. Crime Conference Raises Questions of U.S. Commitment to International Criminal Cooperation

On May 13, 1989, the United States Government, along with Oman, were the only countries voting to oppose a resolution accepting Cuba’s invitation to hold the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders.  Thereafter, the United States Government announced that it would boycott the Congress.
