The Justice Departent recently filed an amicus brief in a case concerning alleged human rights abuses by former Philippine leader Ferdinand E. Marcos, which substantially alters the Department's position on the jurisdictional scope of the Alien Tort Claims Act of 1789 (hereinafter the "Alien Tort Statute").
