Abstract: 
Nelson Serrano, a dual citizen of the United States and Ecuador, filed a petition with the Inter-American Commission on Human Rights (IACHR) in May 2013, alleging that his abduction from Ecuador to Florida to face capital charges there violates international human rights law[2], a violation for which the United States is legally responsible. The petitioner is his son, Francisco, on his behalf.
