At its 66th meeting on May 19-21, 2014, the Council of Europe’s Committee of Experts on the Operation of European Conventions in the Penal Field (PC-OC), a body within the European Committee on Crime Problems (CDPC), discussed, among other problems, various aspects of the prisoner transfer program.[2]
