On October 26, 1998, U.S. Secretary of State Madeleine K. Albright and national security adviser Samuel R. “Sandy” Berger told several dozen family members of bombing victims that the U.S. would not wait indefinitely for Libya to respond to the plan to have a Scottish court sitting in the Netherlands try two Libyans charged with the 1988 bombing of a Pan Am jetliner.
