At its 35th sitting on October 6, 2011, the Parliamentary Assembly of the Council of Europe (PACE) adopted a significant document concerning the problem of how to reconcile the fight against terrorism with human rights: Resolution 1840 (2011). Both the debate and the resolution were based on the Report prepared by the Committee on Legal Affairs and Human Rights.[1]
