Abstract: 
Diplomatic tensions are building over the refusal by Libya to accede to the demands of the United States and Britain to extradite or turn over Abdel Basste Ali Al-Meghari and Lamen Khalifah Fhiman, the two Libyan intelligence agents accused of carrying out the bombing of Pan Am Flight 103 in December 1988. Tactically, the case is becoming more complicated and entering some grey areas with the Libyans making concessions and securing the support of the 21-member Arab League.
