This is the way my subject was put in the printed program, and at first I wondered whose friend or foe – the cops or the crooks? Based on the audience here, I decided that the former must be intended. The question implies that offshore banks should express a friendly willingness to assist foreign law enforcement agencies but that they sometimes do just the opposite.
