Abstract: 
On September 26, 2002, the Inter-American Commission on Human Rights (IACHR) issued to the United States Government precautionary measures pursuant to Article 25 of the Commission?s Rules of Procedure with respect to the aliens detained since September 11, 2002. The IACHR has now issued two precautionary measures against the U.S. With respect to the 9/11 detainees. The refusal of the U.S. Government to follow international law and the orders of international human rights tribunals will affect adversely the standing of the U.S. Government in all international bodies, especially when issues of democracy, rule of law, transparency, and governability are discussed. In addition, the rights of persons traveling internationally, especially those of U.S. nationals and other persons detained abroad to argue for the application of international human rights norms is more difficult as a result of the derogations taken by the U.S. Government, especially considering the extent of the violations of fundamental human rights law.
