On August 31, 2007, the media reported that the Rwandan government has requested that Canada extradite five persons who are on Interpol Red Notices for inciting and organizing genocide in 1994. In addition to Leon Mugesera, a well-known professor and academic, the suspects believed to be in Canada include former politicians Pierre Celestin Halindintwali, Evariste Bicamumpaka and Gaspard Ruhumuliza.
