U.S. Threatens Enforcement Action against Panamanian Ships for Failure to Comply with International Conventions on Ship Pollution

According to language in the Clinton Administration’s budget for the Panama Canal Commission, Secretary of State Warren Christopher will protest Panama’s alleged failure to comply with international conventions on ship pollution.
