On August 26, 1999, the media reported that Antigua and Barbuda have opened a dialogue with officials of the Organization for Economic Cooperation and Development (OECD) on the “harmful tax competition” issue. Ron Sanders, High Commissioner in London, maintained that, notwithstanding the opening of a dialogue with the OECD, his government is not acknowledging any OECD authority either to compile a list of tax havens or to determine the tax regimes of other countries. Sanders characterized the dialogue as attempting to ascertain the OECD position and goals.
