Abstract: 
On February 24, 1999, the media reported that the Swedish Government signed a treaty with the United Nations, becoming the fourth country, with Finland, Italy, and Norway to agree to imprison war criminals convicted by the International Criminal Tribunal for War Crimes in the Former Yugoslavia. The development indicates that, in spite of the early critics of the war crimes tribunal for the lack of permanent penal institutions to incarcerate convicted persons and skepticism that any states would volunteer to house persons convicted of war crimes, implementation of this component is gaining momentum.
