U.S. Withdraws Ambassador to Protest Mexico's Refusal to Extradite Alleged Terrorist

On June 24, 1988, the Government of Mexico released William Morales, 37, a national of Puerto Rico whose extradition the United States Government had requested.  The Mexican Government denied the U.S. extradition request on the political offense exception to extradition.
