Abstract:
U.S. Secretary of State Madeleine Albright has sent a letter to Foreign
Ministers in about 60 countries, urging support for the U.S. proposal for the proposed
International Criminal Court (ICC). The U.S. seeks a provision in the UN/ICC
relationship agreement and a Rule to Article 98 of the Rome Statute to meet the U.S.
“fundamental objective to prevent, unless certain conditions are met, the surrender to or acceptance by the ICC for trial of nationals of non-party States who are acting under
governmental direction and whose actions are acknowledged as such by the non-party
