Abstract:
On December 1, 2003, the U.S. Supreme Court granted the petition for writ of certiorari in the Alien Tort Claims Act involving the 1990 abduction of a Mexican doctor who was under indictment by a federal grand jury in the torture and murder of a federal narcotics agent in Guadalajara, Mexico to the United States Court of Appeals for the Ninth Circuit.
