Abstract:
On September 1, 1993, the media reported that John R. Fornaciari, attorney for fugitive banker Thomas J. Billman, stated that Mr. Billman has stopped fighting extradition from France and would be returned soon to face charges in the alleged theft of millions of dollars from his now defunct Community Savings & Loan Association in Bethesda.
