Abstract:
On December 18, 2015, President Barack Obama signed into law the 2016 Consolidated Appropriations Act (Public Law 114-113). The law has provisions that make changes to the Visa Waiver Program (VWP). The VWP, which the Department of Homeland Security administers, permits eligible citizens or nationals of 38 countries which have met U.S. security requirements to travel to the U.S. without visas in exchange for visa-free-travel to those countries by U.S. citizens.
