Abstract:
On May 25, 1993, the United Nations Security Council approved a resolution to establish a War Crimes Tribunal. In particular, it endorsed the report of May 3, 1993 by the Secretary General and the draft statute of the War Crimes Tribunal. The report and statute propose the creation of new institutions to implement the report. The approval of the resolution so quickly after the submission of the report shows that, notwithstanding the difficult practical and legal issues involved in establishing a War Crimes Tribunal, the U.N.
