On February 28-March 1, 2001, as the United Nations Preparatory Committee (PrepCom) held a general debate on the 2001 Conference on Illicit Trade in Small Arms, it heard that the conference should focus on supply and demand, State responsibility and agreed norms for security and the safe management of official stockpiles.
