Thornburgh Announces Initiative to Establish an Office of International Affairs

On August 9, 1989, in a speech to the American Bar Association's House of Delegates, Attorney Richard Thornburgh announced that he will seek to establish a new Office of International Affairs at the Department of Justice to coordinate the increasingly international activities of his Department.
