Abstract: 

On January 3, 2012, the 20th Criminal Division at the Seoul High Court denied an extradition request by Japan for Lui Qiang to face charges for throwing a gasoline bomb to Japan’s Yashukuni Shrine.  Instead, the South Korean government repatriated him to China.  The following day at a press conference, Japanese Prime Minister Shinzo Abe criticized the ruling not to extradite Liu Qiang to Japan.[1]
