Abstract: 
On October 5, 1999, U.S. District Judge in the Southern District of Florida, Miami Division, William M. Hoeveler dismissed the indictment against Robert Wheeler in connection with charges that he helped export a supercomputer to Bulgaria in violation of U.S. export control laws, thereby ending his odyssey with the U.S. criminal justice system of almost 18 years.
