Abstract: 
Haiti, the poorest country in the Western Hemisphere, won its independence from France in 1804 by defeating the armies of Napoleon Bonaparte. Haiti occupies one-third of the island of Hispaniola with the remainder of the island constitution the Dominican Republic. The history of Haiti has been replete with political tragedy and exploitation by foreign powers. Also, Haiti's own leaders have engaged in politically and economically destabilizing conduct, notably three decades of Duvalierism.
