Abstract:
On March 12, 1994, the Inter-American Drug Control Abuse Commission (CICAD) of the Organization of American States (OAS), approved measures to implement its legal development project. The legal development projects are recommended by Chapter II, paragraph 4 of the Inter-American Program of Action of Rio de Janeiro. It calls on OAS member states to combat the unlawful production and supply of narcotic drugs and psychotropic substances by establishing "judicial, police, and customs cooperation mechanisms among the member states to obtain more effective action.?
