Abstract: 
On September 26, 2001, the media reported that Mexican law enforcement authorities have arrested Juan Manuel Casillas, 22, in Mexico City, on suspicion of killing two of his cousins in 1999. Casillas faces extradition to the U.S. and was arrested after he and the Mexican Government received a guarantee from Los Angeles prosecutors that they will not request the death penalty if he is extradited.
