Abstract: 

On November 20, 2006, the Paris prosecutor’s office approved the issuance of arrest warrants against Paul Kagame, Rwanda’s current president, and nine of his associates in connection with the shooting down of an aircraft on April 6, 1994, that killed a Rwandan head of state, Juevenal Habyarimana, as well as Burundi’s president, triggering the genocide in Rwanda.1
