Abstract:
Art. 1 of the Framework Decision defines “illicit drug trafficking” as “the act, without authorization of selling and marketing as well as, for profit, of cultivating, producing, manufacturing, importing, exporting, distributing, offering transporting or sending or, for the purpose of transferring for profit, of receiving, acquiring and possessing drugs.” “Drugs” is defined by referring to the substances by the three main UN anti-drug conventions: the 1961 Single Convention on Narcotic Drugs: the 1971 Vienna Convention on Psychotropic Substance; and the 1988 Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.
