Abstract: 
On January 27, 2003, the European Union (EU) announced it would take action against four EU members for concluding agreements with the U.S. to prevent the use of cargo containers by terrorists due to their anti-competitive nature and their infringement on the power of the EU. In January 2002, the U.S. Customs Services started the U.S. Container Security Initiative (CSI). It provides for U.S. Customs Service officials to be stationed in foreign ports and work with local inspectors to screen containers bound for the United States for any weapons or hazardous materials that might be used by terrorist groups…[more]
