EU Brings Infringement Proceeding against U.S. Container Security Initiative

On January 27, 2003, the European Union (EU) announced it would take action against four EU members for concluding agreements with the U.S. to prevent the use of cargo containers by terrorists due to their anti-competitive nature and their infringement on the power of the EU.
