Effort to Decertify Three Governments Fails

The effort in the Senate Foreign Relations Committee to override the certification by the U.S. Department of State that three governments have not cooperated adequately to combat narcotics trafficking failed on April 3 when the 30-day period during which Congress must act to disapprove certification expired.
