Congres Gropes For a Solution to the Proliferation of Chemical and Biological Weapons

The Senate Committee on Governmental Affairs held hearings on the global spread of chemical and biological weapons February 9 and 10, 1989, to assess the challenges and to consider responses.  CIA Director William Webster pointed out that 20 nations can make chemical weapons and 10 countries are developing biological weapons.
