During the meeting on September 7-11, 1994, of the heads of government meeting of the Group of Rio which consists of the countries of the Organization of American States, Venezuelan President Rafael Caldera tried to push forward the regional effort to combat competition. The highly charged political environment in which Caldera is acting makes this effort to assist the fight against corruption of dubious value.
