Abstract: 
On April 4, 2002, the attorneys for the Holy Land Foundation for Relief and Development (HLFRD) filed a motion and papers in support of a request for preliminary injunction and relief in its case against the United States Government for designating it as a terrorist organization and seizing its assets, including millions of dollars in charitable donations. The issues raised, the arguments made, and the documents submitted in support thereof warrant a summary discussion of the same here. On April 22, 2002, Judge Gladys Kessler said during a hearing said that the suit raised “significant and distressing allegations” about government actions in its war on terrorism.
