Abstract: 
On November 30, 2016, the United Nations Security Council agreed to adopt Resolution 2321, imposing new sanctions on the rogue state of North Korea, and specifically targeting North Korean exports of coal. These new sanctions constitute a strengthening of the sanctions regime imposed by the Security Council this March, which similarly targeted coal exports.
