Abstract: 
This International Workshop on "Principles and Procedures for a new Transnational Criminal Law," held at the Max Planck Institute for Foreign and International Criminal Law from May 21-24, 1991, examined many aspects of the growing phenomena of transnational crime and the response by governments and others to it, including the extra-territorial aspects of national laws and the need in many cases to harmonize those laws.  The workshop was distrubed by the alarming threat and acknolwedged gravity of the offenses committed by organized crime.
