Abstract: 
Following the May 2001 European Union Forum on the prevention of organized crime, the EU Commission issued a working paper on its strategy to prevent organized crime. The report arises from a decision of the High Level Group created by the European Council to establish an Action Plan to combat organized crime. In line with the Action Plan, which contains a number of recommendations related to prevention, the Council adopted the Resolution “on the prevention of organized crime with reference to the establishment of a comprehensive strategy for combating it”. The Resolution invited the Commission and Europol to prepare a comprehensive report on how prevention measures could be promoted in future work at the European level and how they could be reflected in the legislative process…[more]
